Information Publication Scheme Agency Plan

Purpose

The National Reconstruction Fund Corporation (NRFC) is established under the National Reconstruction Fund Corporation Act 2023 (Cth). 

The NRFC publishes information required under the Information Publication Scheme (IPS) in the Freedom of Information Act 1982 (Cth) (FOI Act).

This Plan describes: 

  • what information the NRFC will publish;
  • how the information will be published; and
  • how the NRFC will otherwise comply with the IPS requirements.

In this Plan information published or to be published by the NRFC under the IPS is referred to as ‘IPS information holding’.

Objectives

The NRFC’s objectives in this plan are to:

  • manage its IPS information entry and holdings;
  • proactively identify and publish all information required to be published (s 8(2));
  • proactively identify and publish any other information to publish (s 8(2));
  • review on a regular basis and ensure that IPS information holdings are accurate, up-to-date and complete (s 8B);
  • ensure that information published under the IPS is easy to locate, understandable, machine readable, re-useable and transformable;
  • ensure satisfactory conformance with the Web Content Accessibility Guidelines (Version 2) (WCAG 2.0); and
  • monitor and access the NRFC’s compliance with the IPS and this Plan.

Implementing the IPS

The NRFC's IPS information register is accessible under ‘Information required to be published under the IPS’ below.

The NRFC’s FOI Officer is responsible for leading the NRFC’s work on compliance with the IPS including:

  • identifying on an ongoing basis any information that is required to be published;
  • identifying on an ongoing basis any information that may be published; and
  • ensuring IPS information holdings are easy to locate, understandable, machine-readable, accessible and useable.

Each relevant business unit at the NRFC is responsible for keeping IPS information holdings accurate, up-to-date and complete.

NRFC does not impose access charges for its IPS information holdings. If this changes, NRFC will update this Plan to provide details of how we will impose access charges and how they will be calculated.

The NRFC will undertake, in conjunction with the Information Commissioner, a review of the operation of the NRFC’s IPS compliance as required in section 9(2) of the FOI Act.

How the NRFC will publish IPS information

The NRFC will publish the information required under the IPS on its website. If the information is not available for download, it will be made available in hard copy on request. 

So that IPS information holdings are easy to locate, accessible, understandable and machine-readable, the NRFC will:

  • wherever possible, provide online content in a format that can be searched, copied and transformed;
  • provide a search function for its website; 
  • respond to community feedback about whether IPS information is easy to locate, understandable and machine-readable; 
  • publish IPS information holdings in English.

Accessibility under the IPS

The NRFC will meet the World Wide Web Consortium’s Web Content Accessibility Guidelines version 2.1 (WCAG 2.1) web standard endorsed by the Australian Government for all online information it is required to publish under the IPS and any new documents to be published in the IPS section.

Where a document is not yet available in an accessible format, it will be made available in an accessible format on request by contacting the NRFC FOI Officer.

What information the NRFC will publish under the IPS

The IPS information holdings that the NRFC will make available, in accordance with section 8(2) of the FOI Act, on our website will be published under the following headings:

  • This Plan
    The Agency Plan is this plan
  • Our organisation
    This includes information about the structure of the NRFC’s organisation, including an organisational chart and information about the NRFC’s Board, including statutory appointments.
  • Our functions and powers 
    This outlines NRFC’s functions and powers. We also publish other helpful and relevant information relating to NRFC’s operational information (to the extent it is not considered to be exempt).
  • Our responses to Parliament
    The NRFC does not routinely provide information to Parliament.
  • Our Annual Reports
    This will include the full text of the NRFC’s annual reports, prepared in accordance with the Public Governance, Performance and Accountability Act 2013 (Cth).
  • Our FOI disclosure log
    This includes information, if any, routinely made accessible in response to FOI requests. We also publish a disclosure log which identifies documents to which the NRFC has given access under the FOI Act.
  • Public consultation 
    This includes information on the procedure for making public submissions, where the NRFC undertakes or is required to undertake public consultation on a policy.

On any annual review of this Plan, or if the NRFC’s structure or business changes, the above headings will be amended as necessary.
